REQUEST FOR PROPOSALS
TITLE I WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)
The Finger Lakes Workforce Investment Board, Inc., as fiscal agent for the Finger Lakes Workforce Development Area is soliciting proposals for the operation of federally-funded youth programs in compliance with the Workforce Innovation and Opportunity Act. Funding will be for the period of July 1, 2018 through June 30, 2019. The Finger Lakes Workforce Investment Board, Inc. intends to award the RFP for two additional program years, dependent on contractor’s meeting performance goals, quality of service or product that has been provided, timeliness of start-up and meeting of delivery schedules, cost projections for next year and the availability of funds. Other factors may be considered if applicable.
Purpose
The Workforce Innovation and Opportunity Act (WIOA) focuses on serving out of school youth and targeted youth populations through youth development activities that will reinforce positive social skills in youth. The legislation mandates strong ties with the business community, not only as employers, but also in an expanded role as advisors, funders, trainers and economic developers. The Workforce Innovation and Opportunity Act places an increased emphasis on work experience activities, serving individuals with disabilities and veterans. The intent is to develop a skilled future labor force. Eligible participants must be between 16 and 24 years old and meet specific eligibility criteria as noted in the RFP.
TIME FRAME AND AVAILABILITY
Funding available to serve youth in the four-county region for the period July 1, 2018 to June 30, 2019 is approximately $400,000.00 (subject to official notification from the New York State Department of Labor). Please note the 14 elements of the legislation that can be funded (see RFP). Programs need to show how each element will be provided/made available by partnering with other agencies if necessary and submit a copy of a Memorandum of Agreement (MOA) for each partner agency stating which element(s) they will provide.
CONDITIONS
Respondents must meet the criteria outlined in the Request for Proposal (RFP) and must be in compliance with policy and regulations set forth by the Finger Lakes Workforce Investment Board and the Workforce Innovation and Opportunity Act.
